Grievance Information
CSA’s Legal Department and Grievances & Human Resources Department deal with a wide variety of issues related to the needs of our 6,500 in-service members, and our 10,000 retired members, including their spouses and domestic partners. These departments counsel the union officers on labor laws and legal matters, and handle grievances filed on behalf of our members as well as those filed against them. We also offer technical support and training on how to respond to grievances and how to interpret the CSA contract and other union agreements.

Investigations and Emergency Assistance
CSA members who need emergency work-related assistance or whom an investigator has contacted should call the CSA central office.
- For emergencies during CSA switch-board hours, contact at (718) 852-3000 and your call will be directed to the appropriate staff member. CSA’s switchboard is open from 8 a.m. to 6 p.m.
- If an investigator contacts you during work hours, either in-person, by telephone or by e-mail, contact CSA at (718) 852-3000, x 1024.

CSA strongly recommends that once an investigator, for any reason has contacted you, you should exercise your right to have union representation when meeting with that investigator even if you are only a witness. This includes calls or visits from the Office of Special Investigations (OSI), the Special Commissioner of School Investigations (SCI), the Office of Equal Opportunity (OEO) and the Auditor General.
Important Issues: When You Should Contact the Union
Per Session: If you have complaints related to per session issues, you must submit them within five days of your knowledge of the act or condition.
Other Contractual Issue Complaints: For complaints related to all other contractual issues, you must submit your complaint within 20 days of your knowledge of the act or condition.
Adverse Ratings/Discontinuance: If you receive an adverse rating, you must file an appeal. Contact Bob Reich (bob@csa-nyc.org) for the appeal form. Then, a union advocate will be assigned to work with you in preparing your case.
Rebuttals to File Letters: Fax or email the original file letter and your draft rebuttal to Mr. Reich. CSA Fax: (718) 403-0278. A representative will be assigned to review the letters and contact you.
Investigations: If you are told that you are the subject of an SCI, OSI or OEO investigation, do not speak with investigators without representation. To request representation, call CSA at (718) 852-3000, x1024, or email bob@csa-nyc.org and ask for representation. You can also use the internet contact form to request representation. Salary: Review the salary schedule posted under contract on the CSA website. If you believe your salary is incorrect, contact Mr. Reich.
Sabbaticals and Leaves: For information about sabbaticals and leaves, please review the collective bargaining agreement. We will gladly answer any questions about eligibility.
Health Benefits/Family Medical Leave Act (FMLA): Health issues may arise at any time. Feel free to contact us to discuss benefits, leaves and any other relevant matters.
Teachers Retirement System (TRS): If you are newly retired, planning to retire or are an in-service member with a problem related to TRS, email or fax Bob Reich. CSA meets with TRS monthly to address member issues. bob@csa-nyc.org or (718) 403-0278 (fax).
